The National Lotteries and Gaming Regulatory Board (NLGRB) through its Regulatory Compliance department and IT unit, held a stakeholder engagement with the Uganda Revenue Authority (URA) gaming unit as part of ongoing efforts to operationalize the National Central Electronic Monitoring System (NCEMS).
The engagement focused on strengthening collaboration between the Board and the URA to ensure the effective implementation of the NCEMS, a system designed to monitor gaming transactions. The system supports transparency, accountability and regulatory oversight in the gaming industry.
“The refresher training and discussions are far reaching because they help us monitor and manage the variances in data shared by operators in gaming”, stated one of the members from URA.
          
Close coordination between the Board and URA is critical in ensuring that the NCEMS produces reliable data that supports both regulatory supervision and domestic revenue mobilization. Engaging URA as a key stakeholder in the gaming industry. The engagement with URA reflects the importance of cooperation between government agencies protecting public revenue, strengthening law enforcement and enhancing public confidence in the regulation of the gaming industry.

The meeting focused on aligning technical systems, data collection & sharing arrangements that ease both parties’ work. Although gaming regulation and tax collection are governed by different legal frameworks, they intersect significantly in practice. The engagement provided an additional opportunity to clarify access to, and use of gaming data captured through the NCEMS, which supports compliance monitoring and strengthens enforcement of both NLGRB and URA mandates
The National Lotteries and Gaming Regulatory Board will continue to engage relevant stakeholders to ensure the successful operation of the National Central Electronic Monitoring System and fulfill its main mandate of protecting the public from gaming harm.
