“Blocking illegal gaming websites is important, but we must go further. Telecom operators can become ambassadors for responsible gaming.” This was the central message delivered by Denis Mudene Ngabirano, Chief Executive Officer of the National Lotteries and Gaming Regulatory Board (NLGRB), during a stakeholder engagement with telecom operators and Internet Service Providers at the Uganda Communications Commission Head Office.
For years, collaboration between gaming regulators and Internet Service Providers has largely followed a familiar process: the regulator identifies illegal betting sites, the Uganda Communications Commission issues a directive, and operators comply by blocking access. While this system remains essential, Mr. Ngabirano’s message pointed to a more ambitious approach, one that moves beyond reactive compliance towards proactive partnership in protecting the public from gaming-related harm.
Opening the engagement on a note of appreciation, Mr. Ngabirano commended telecom operators for their continued support in blocking illegal gaming websites whenever directives are issued by the Uganda Communications Commission. His remarks recognised the cooperation already in place and underscored the importance of strengthening this partnership as Uganda’s gaming sector continues to expand.
As gaming increasingly shifts online, illegal operators are able to reach consumers anywhere with an internet connection. This digital evolution has expanded the front line of enforcement from physical gaming premises to online infrastructure, making telecom operators and Internet Service Providers critical partners in the Board’s regulatory efforts.
Mr. Ngabirano therefore called on telecom operators to take up the role of “Responsible Gaming Ambassadors” by supporting three key areas: closer monitoring of internet traffic linked to betting sites, timely flagging of suspicious or illegal activity, and consumer sensitisation on the risks of using unlicensed gambling platforms. He also highlighted the need for operators to pay attention to corporate users, noting that workplace environments may present unique risks where access to betting platforms is left unchecked.
The engagement reflects NLGRB’s broader commitment to building strong partnerships that promote a safe, fair, and responsible gaming environment in Uganda. By working closely with telecom operators and other stakeholders, the Board aims to strengthen enforcement, protect consumers, and reduce the risks associated with illegal online gaming.
