Regulatory leaders from across the continent recently convened to discuss the future of gaming regulation in Africa during a high-level engagement held through a partnership between SiGMA Africa and the Gaming Regulators Africa Forum (GRAF).
The session, held under the theme “From Discussion to Direction: Advancing Harmonised Licensing, Responsible Gambling and Technology-Enabled Solutions in Africa,” provided a platform for regulators to present overviews of their respective national regulatory frameworks while exploring opportunities for greater cooperation across jurisdictions.
Representing the National Lotteries and Gaming Regulatory Board (NLGRB), CEO Denis Mudene joined fellow regulators in a panel discussion titled “Regulating Africa: Putting the Player First,” which examined how regulatory frameworks can balance player protection with sustainable sector growth.
During the discussion, Mr. Mudene emphasized the importance of evidence-based policymaking in shaping the next phase of the industry’s development.

The engagement also highlighted the growing importance of regional collaboration among regulators as Africa’s gaming sector continues to expand. Participants explored the role of technology in strengthening oversight, including the use of digital monitoring systems and data-driven tools to enhance transparency and compliance.
A key takeaway from the session was the need to explore harmonised licensing standards and a continent-wide reporting mechanism. Such frameworks could help address the emerging trend of operators gravitating toward jurisdictions with less stringent licensing requirements while promoting a more balanced and transparent regulatory environment across Africa.
Through continued collaboration and knowledge sharing, regulators across the continent are working to strengthen responsible gaming frameworks, combat illegal gaming activities, and support the sustainable growth of Africa’s gaming industry.
