NLGRB, Judiciary and ODPP strengthen collaboration on Enforcement and Prosecution of Gaming Offenders

On Friday, 31st October, 2025, the National Lotteries and Gaming Regulatory Board (NLGRB) held a high-level stakeholder engagement with the Chief Magistrates Court Standards, Utilities and Wildlife, and the Office of the Director of Public Prosecutions (ODPP) at Mestil Hotel, Nsambya.

The engagement was held under the theme “Fostering Collaborative Partnerships for Effective Enforcement and Prosecution of Gaming Offenders.”

The meeting aimed to strengthen coordination among key justice and enforcement institutions in promoting compliance with the Lotteries and Gaming Act (Cap 334) and improving the prosecution of gaming-related offences.

Discussions centered on enhancing collaboration between agencies, improving evidence handling and case management, and deepening understanding of the legal and regulatory frameworks governing Uganda’s gaming industry.

Speaking during the engagement, Her Worship Gladys Kamasanyu, Chief Magistrate of the Standards, Utilities and Wildlife Court, emphasized the judiciary’s vital role in enforcing gaming laws.

“The Judiciary is one of the key stakeholders in combating crime. We are committed to understanding the gaming industry and supporting the Board. We shall partner with the NLGRB to build capacity and teach stakeholders about the gaming law,” she said.
She further highlighted the importance of public awareness, noting that informed citizens are key partners in identifying and exposing offenders.

In his remarks, Mr. Denis Mudene Ngabirano, Chief Executive Officer of NLGRB, reaffirmed the Board’s dedication to collaborative regulation.

“We firmly believe that sustainable progress in gaming regulation can only be achieved through collaboration. The NLGRB is committed to working hand-in-hand with the Judiciary, the ODPP, and law enforcement agencies to ensure that gaming laws are effectively applied and offenders are held accountable,” he noted.

The engagement concluded with resolutions to enhance capacity-building, promote responsible gaming, strengthen evidence management, and prioritize custodial sentences over fines as a deterrent.

Through partnerships with institutions such as the Standards, Utilities and Wildlife Court and ODPP, the NLGRB reaffirms its commitment to promoting responsible gaming, safeguarding the public interest, and ensuring that Uganda’s gaming sector operates within the law.
