NLGRB Participates in GRAF Conference 2025 in Sun City, South Africa

A delegation from the National Lotteries and Gaming Regulatory Board (NLGRB), led by the Board Chairman, Mr. Ken Kitariko, and the Chief Executive Officer, Mr. Denis Mudene, represented Uganda at the 16th edition of the Gaming Regulators Africa Forum (GRAF) Conference 2025, held from 17th to 20th November in Sun City, South Africa.

The annual GRAF Conference brought together gaming regulators, policy makers, industry leaders, and subject-matter experts from across the continent to deliberate on emerging trends, challenges, and innovations shaping the future of gaming regulation in Africa.

This year marked the 16th edition of the conference, held under the theme:
“Strengthening Gambling Regulation in Africa: Collaborative Action Against Gambling Harm and Promotion of Responsible Play in a Tech-Driven Era.”

The NLGRB delegation actively engaged in discussions centered around strengthening cross-border cooperation among gaming regulators, enhancing public protection frameworks against gambling-related harm, leveraging technology to improve compliance and monitoring, harmonizing regulatory standards across Africa, Responsible gaming awareness and consumer safeguarding, Anti-Money Laundering, balancing revenue collection and Responsible gaming, impact of technology and innovation on regulation, among others.

As NLGRB seeks to align revenue growth with its duty of responsible gaming, the Board continues to engage with and learn from international regulatory bodies.

The National Lotteries and Gaming Regulatory Board’s representation highlighted Uganda’s progress in modernizing its regulatory framework, digitalizing compliance processes, and expanding responsible gaming initiatives within communities.

Most gaming operators in Uganda maintain operations across multiple jurisdictions, necessitating NLGRB’s collaboration with other African Gaming Regulators. NLGRB’s participation in GRAF 2025 reiterates Uganda’s commitment to upholding global best practices and strengthening the integrity, fairness, and transparency of the gaming sector.

About GRAF

The Gaming Regulators Africa Forum (GRAF) was launched in February 2003 and held its first Annual General Meeting in Malawi in October 2003. GRAF is governed and operated in terms of a Memorandum of Understanding (MoU). This premier platform for regulatory bodies across Africa enables gaming regulators and other stakeholders to share knowledge, discuss common challenges, and forge joint strategies in the gaming sector. The annual conference continues to play a central role in shaping policy direction and regulatory innovation across the continent.
