Assistant Commissioner of Police (ACP) Odong Mark Paul is a seasoned law enforcement officer with over 18 years of dedicated service in the Uganda Police Force (UPF), where he currently serves as the Deputy Director, Economic Crime and Anti-Corruption in the Criminal Investigations Directorate (CID).

He is the official representative of the Uganda Police Force, on the Board of the National Lotteries and Gaming Regulatory Board (NLGRB), bringing a critical security and compliance perspective to regulatory oversight, particularly in areas related to enforcement, revenue protection, and integrity assurance.

Throughout his distinguished policing career, ACP Odong has held several command and administrative roles across the country, ranging from district operations to national coordination. His leadership has been pivotal in enhancing police–community relations, advancing police accountability reforms, and ensuring public safety. He has consistently championed ethical conduct within the Force, aligning operational excellence with public trust.

ACP Odong’s role on the NLGRB Board is underpinned by his expertise in security sector governance and crime prevention strategies, particularly where they intersect with revenue mobilisation and regulatory enforcement. His presence ensures that the Board’s compliance frameworks are informed by real-time security intelligence, risk mitigation strategies, and cross-agency law enforcement collaboration—vital for tackling illicit financial flows, illegal gaming operations, and enforcement gaps at the grassroots.

With advanced training in criminal justice, public administration, and anti-corruption, ACP Odong continues to be a strong advocate for institutional integrity, transparency, and service delivery. As a member of the NLGRB Board, he provides crucial institutional memory and stability during the transition to a new Board. His contribution reinforces the Board’s mandate to regulate Uganda’s gaming industry within a framework of national security, lawful conduct, and sustainable development—ensuring that enforcement strategies remain robust, coordinated, and aligned with national priorities.
