Mr. Richard Kavuma Muteesaasira is a seasoned compliance and risk management professional who currently serves as the Senior Manager for Regulatory Compliance at the National Lotteries and Gaming Regulatory Board (NLGRB).
In this capacity, he provides strategic leadership and oversight in regulating Uganda’s gaming sector. His responsibilities include coordinating the developments and review of regulations, policies and guidelines for compliance, coordinating the development and review of standards for the supply, installation of gaming equipment and software, coordinating the evaluation and recommendation of games availed to the gaming sector and coordinating inspection and monitoring of gaming operations for compliance with the legal and policy framework.
In addition to his core regulatory role, Mr. Muteesaasira is the designated Money Laundering Control Officer (MLCO) at NLGRB and an active member of Uganda’s National Anti-Money Laundering Task Force, where he contributes to shaping policy and enhancing institutional frameworks to combat financial crime in Uganda.
With over 30 years of experience in internal audit, risk management, and regulatory compliance, Mr. Muteesaasira brings deep expertise to his role. He has spent five years specifically within the gaming sector and for five years worked with PricewaterhouseCoopers, one of the big four auditing firms offering external auditing and professional consultancy. He therefore has a comprehensive understanding of both public and private sector accountability standards.
Mr. Muteesaasira holds a Master of Business Administration from Makerere University Business School and a Bachelor of Commerce (Accounting) from Makerere University. He is a Certified Public Accountant (CPA – Uganda), a Certified Internal Auditor, and holds an Accreditation in Quality Assessment of Internal Audit Activities. Additionally, he is a Certified Telecoms Fraud Specialist accredited by the Global System for Mobile Communications (GSMA) further strengthening his capabilities in financial forensics and fraud prevention.
