Simon Mugabi is the Manager Gaming and Betting Compliance. Simon is responsible for providing technical guidance in the development and review of the Boad’s policies regarding operator compliance to the gaming regulatory framework. He is also charged with coordinating audits and inspections of gaming and betting operations, analysing gaming revenue, tax and operator capital adequacy, overseeing the certification and registration of gaming machines, as well as recommending casino and betting games.
With over a decade of experience in regulatory compliance and performance monitoring, Simon has extensive expertise in conducting audits, investigations, inspections and data-driven compliance monitoring decision making. He previously served as Senior Performance and Compliance Monitoring Officer at the Public Procurement and Disposal of Public Assets Authority (PPDA) where he was instrumental in developing key monitoring systems, including the Contract Monitoring System (CMS), the Contractor Reference Portal (CRP) and the Government Procurement Portal (GPP). Prior to that, he worked as a Team Lead, Fixed Asset Audit and Management, at Impax Africa.
Simon Holds a Master of Business Administration and a Bachelor of Commerce (Accounting) from Makerere University, as well as a postgraduate Diploma in Procurement and Supply Chain Management from the Uganda Management Institute. He is a Certified Public Accountant (CPA) and holds international certification in corruption investigation (ICCI) from the Chartered Institute of Public Finance and Accountancy – CIPFA (UK).
