William Frederick Blick is an internationally respected sports administrator in the highest office of sports Internationally. His multifaceted career spans over 25 years across global sport governance, business, and community development. Born in 1974, Blick holds a B.Sc. (Hons) in Business Management from the University of Hull (1998) and an Executive Masters in Sports Organisation Management (MEMOS) from Université Catholique de Louvain (2014). In the private sector, he is an international Sports Consultant, a farmer and has worked for leading corporate companies in Uganda like Nile Breweries SAB Miller Uganda. He has also played strategic roles in education, agriculture, real estate, and youth mentorship as a lecturer and motivational speaker.

Internationally, Blick is a Member of the International Olympic Committee (IOC) since 2018, holding influential positions on key IOC Commissions such as Sponsorships & Revenues Commission and Games Coordination Commission for the Olympic Games, Brisbane 2032. Regionally, he served as Board Member of the Association of National Olympic Committees of Africa (ANOCA) from 2017 to 2021. He was also President of the Uganda Olympic Committee and Uganda Commonwealth Games Association (2012–2020), and President of ANOCA Zone V, 2017 to 2021.

Blick’s sports leadership journey began in Uganda where he was Chairman of the Uganda Rugby Union (2006–2013) and Executive Board Member at the Confederation of African Rugby (2010–2013). He later became Marketing Advisor to the Commonwealth Games Federation Executive Board (2016–2020). His influence also extends to youth development as Chairman of the Duke of Edinburgh Award Uganda (2015–present) and as a former International Board Member of the Duke of Edinburgh International Award Foundation UK (2015–2016). Sporting accolades include; the Uganda Sports Press Association Rugby Player of the Year (1992), National Clubman Rally Champion (2006), and international honours such as the Order of the Star of Italy (2019) and ANOCA Award of Merit (2020).

As a Board Member of the National Lotteries and Gaming Regulatory Board (NLGRB), Blick brings a wealth of international regulatory experience, strategic marketing acumen, and deep stakeholder engagement expertise. His tenure on various Olympic and Commonwealth bodies equips him to contribute significantly to the NLGRB’s mission of responsible gaming, transparent licensing, and sector-wide innovation. Blick is poised to champion regulatory excellence, youth protection, and the alignment of Uganda’s gaming sector with global best practices.
