On February 18, 2025, a major step was taken in the fight against illegal gaming as over 1,092 unlicensed gaming and betting machines were set for destruction by a licensed e-waste management company, Luwero Industries Ltd. This action emphasizes the commitment to ensuring that unauthorized gaming devices are kept out of circulation, protecting both the public and the integrity of the gaming sector.

Why Are Illegal Gaming Machines a Concern?

Illegal gaming machines pose significant risks to players and the broader community. Unlike regulated machines, these devices lack oversight, meaning that outcomes can be manipulated, payouts may not be honored, and player data could be compromised. Additionally, such machines often contribute to financial crimes, including money laundering, since they operate outside the legal framework.

Regulated gaming ensures that all machines meet strict fairness and transparency standards. Licensed gaming operators are required to adhere to responsible gaming policies, provide player protection measures, and contribute to national revenue through taxation and licensing fees.

The Role of the Regulator

The National Lotteries and Gaming Regulatory Board (NLGRB) derives its authority to seize and destroy illegal gaming machines from the Lotteries and Gaming Act, 2016. This legislation empowers the Board to license and regulate the operations of lotteries, casinos, and betting houses, ensuring compliance with established standards. Under this Act, the NLGRB is authorized to confiscate unauthorized gaming equipment and take necessary enforcement actions against unlicensed operators.

By exercising its legal mandate, the NLGRB aims to protect the public from the risks associated with illegal gaming activities and uphold the integrity of the gaming industry in Uganda.
